only officially sanctioned by the government.

An unusual election in a New York City suburb, in which voters could cast six ballots for one candidate, apparently resulted Wednesday in the first Hispanic elected to the village Board of Trustees.

The complaint was that hispanics made up half of the town's population but didn't have an elected official.
My question is "was the hispanic population that couldn't elect an official despite being almost half the population, citizens or were the illegals counted in?
