Maybe the headline "Sessions is holding up spending bills " should have been "Sessions holding up tax dollars wastage on pork"

by preventing “an earmark-laden omnibus bill, Senate conservatives have effectively cut the number by 80 percent, down to 2,600 earmarks, according to Citizens Against Government Waste.”

As a taxpayer, I am most concerned about how my (and our) tax dollars are efficiently and honestly used for our best progress.
Not someone's specific pocket nor particular constituency.
Reducing/elminating financial waste means we have better handles on funding projects that benefit us even moreso.
